Police Release Report On Nappier Stop

The Hartford Police investigation of a traffic stop earlier this month in which the state car used by Treasurer Denise Nappier was towed and Nappier walked home has found that the stop was lawful and based on probable cause that the vehicle was not registered.

But the report recommends re-training in motor vehicle law and investigations for the officer who made the stop.   The report finds that Officer Jill Kidik should have verified the car’s vehicle identification number through the state Department of Motor Vehicles,  not through the information in the vehicle.

The report also says it would have been “prudent” for Kidik to notify a supervisor of the situation.

Earlier this week the Hartford County State’s Attorney dropped charges in the case
