Hartford, Conn. (CBS Connecticut) – Retired Hartford Police Sergent Sean Spell, 46, was arrested by state police Thursday evening for kicking suspect Emilio Diaz while he lay flat on the ground, handcuffed, following a lengthy car chase through Hartford and west Hartford, June 4.

A probe into the incident started the day after and the calls for action against the 46-year-old intensified when a jarring video was released showing the assault.

Spell retired Aug. 19, during the investigation.

He’s charged with breach of peace and third degree assault, was released on $1,000 bond and will be in Hartford Superior court Dec. 21.
