One of my callers said it best this week when we were discussing the state budget “surplus” he said ” it’s like buying a house for $300,000 , borrowing $1,000,000 for it and then wondering what to do with the $700,000 surplus” that’s where we are with this “surplus” half way thru the fiscal year for the state.
