(WEST HARTFORD,Conn./CBS Connecticut) – West Hartford Police have made three arrests and the investigation is continuing into an elaborate theft ring .Police say fraudulent cellphone accounts were set up using the addresses, and personal information of town residents and involved the delivery of multiple iPhones to those addresses.Some packages were delivered and then stolen by those involved following a UPS truck.Police say some packages were declared delivered by a UPS driver but were not.
During surveillance of two addresses for an expected fraudulent delivery, a transaction was observed between a UPS driver and two other men.
27 year old Ramone Sooman of West Hartford is charged with Conspiracy to Commit Larceny and Conspiracy to Commit Identity Theft, 26 year old Andre Duffus of Plantation, Florida and UPS driver,52 year old David Bagot of Hartford are charged with Larceny and Conspiracy to Commit Identity Theft.
A total of 216 devices are missing and believed to be stolen. They have a value of nearly $178,000.
Police believe the fraud ring is based in Florida and has struck in multiple states.
