HARTFORD, Conn. (CBS Connecticut) _ A Hartford man currently living in a Hartford halfway home is under arrest for assaulting a seasonal Department of Energy and Environmental Protection employee Monday.

The woman was walking to her car around 3:30 p.m. from 79 Elm St. when she was assaulted in the area behind the church near Clinton Street.

Passers-by came to her aid and her employees helped chase down 26-year-old Allen Oakes, tackle him and hold him down until Hartford Police arrived and took him into custody, according to multiple reports.

The Department of Administrative Services (DAS), which provides building security to DEEP headquarters and state employee parking lots has been informed of this incident and is conducting its own investigation into the matter.

DAS building management has also said they will now make available security personnel to accompany employees to their vehicles upon request.

Oakes is charged with rape (first-degree sex assault) and breach of peace.
