Three-Year-Old Had Skull Fracture, Bite Marks, Burns; Her Eyes Were Swollen Shut

The prosecutor in the case of a Willimantic man charged in the death of a three-year-old last week says atrocities were committed against the child.

At Superior Court in Danielson  Monday   the state’s attorney said charges of manslaughter or murder could be lodged against Caroll Bumgarner-Ramos.  When the little girl’s mother went to work,  she left the child in his care.

According to court documents, the 3-year-old girl’s skull was fractured, her eyes were swollen shut with bruises, there were bite marks and possible burns on the bottoms of her feet.
