The Justice Department and the Town of East  Haven have agreed on the compliance expert to oversee whether terms of a civil rights settlement are being met.  Naming the outside expert was one of the conditions of the original settlement.

The settlement between town and the Justice Department’s Civil Rights Division followed arrest of three East Haven officers and one sergeant on federal civil rights charges.

Former Boston Police Commissioner and Massachusetts Commissioner of Public Safety Kathleen O’Toole,  most recently Chief Inspector of the Garda Siochana Inspectorate,  which oversees the Irish national police force,  was named Joint Compliance Expert.  She’ll assess and report on implementation of the settlement agreed on in December.

U.S. Attorney for Connecticut David Fein says choice of the compliance expert will “now allow the real work to begin on the implementation of the settlement agreement approved by the court.”  His office says O’Toole will hire additional experts to help her assess compliance.
