Windsor Police have arrested 22 year old Rafael Quiroz of Windsor in a one car crash which killed  Christopher Torres on September 7.Torres was found in the back seat of the vehicle after it crashed  on Windsor Avenue,  Route 159, near Ford Road at 12:46 a.m.Torres was pronounced dead at Hartford Hospital.

Quiroz is  charged with Negligent Homicide  with a Motor Vehicle,Evading Responsibility,Operating and  Unregistered Motor Vehicle,Failure to have Insurance,Operating a Motor Vehicle with a Suspended License,Improper Use of a Marker Plate and Speeding.Quiroz has been freed  on $10,000  bond and is due in court December 10.
