Waterbury police have made a second arrest in the hit-and-run death of a 90-year-old pedestrian  earlier this month.

Nella Atkins,  suffering dementia,  had wandered away from her nearby home and was struck at the intersection of Highland Avenue and Bradley Avenue about 1:30 in the morning.

Last week police arrested 18-year-old Mark Santos of East Liberty Street in Waterbury on charges of felony evading responsibility.  Today they charged 21-year-old Juan Sanchez of Waterbury with tampering with evidence and hindering prosecution.  Police say he allowed Santos to hide the v ehicle in his garage,  helped replace the broken windshield,  then disposed of the glass.
