Teen Driver Using Cell Phone Charged In Jogger’s Death

NORWALK, Conn. (AP) _ A 16-year-old New Canaan girl who police say fatally struck a jogger in late March has been arrested and charged with negligent homicide with a motor vehicle.

Her name is not being released because of her age.

She also was charged with using a handheld telephone under age 18 and failure to drive in the proper lane.

Norwalk police say she turned herself in after learning of an arrest warrant.

Police say the SUV she was driving struck 43-year-old Kenneth Dorsey of Norwalk on March 26 as he was standing by the side of the road.
