Hartford To Take Capitol West Building Through Eminent Domain

Hartford’s city council has voted to begin eminent domain proceedings against the owner of the abandoned Capitol West building.

The building’s owner, Joshua Guttman has been seeking $2 mil to sell the building, but city officials scoffed at the asking price and have offered $1 mil.   The city will also have to pay $2.5 mil to tear the building down, including the cost of remediation of pollution and asbestos.

But its an eyesore for thousands of motorists who pass on I-84 every day and who work at two big insurance firms,  The Hartford and Aetna.

The Hartford Financial Services Company has offered to contribute $2 mil toward demolition.

Mayor Pedro Segarra said officials have exhausted all other options and they need to acquire it and bring it down as soon as possible.
